James Toews (rhymes with waves) of Portland is an administrator with DHS Seniors and People with Disabilities Division. Toews joined DHS in 1985, where he administered programs for clients with developmental disabilities. He also served as director of governmental affairs and executive director of the ARC of Oregon.
